The short, simplified answer:
When a tournament is indicated as being “Tier 1,” “Tier 2,” etc, that means it is a tournament where boxers who place in the top 8 earn points in that age and weight bracket.
Higher point values are awarded for placing higher as well as for tournaments of a higher Tier (i.e. Tier 2 tournaments award higher points than Tier 1).
Cumulative points are used to determine a boxer’s national ranking for a given age and weight bracket, with the top 10 boxers for each bracket being posted by USA Boxing here, which also provides a more comprehensive explanation of the ranking system, including the point system.
